What happened to MPI-2 between November 7, 1996 and July 18, 1997?

Specifically, in the document "MPI-2: Extensions to the Message-Passing
Interface" there had been mention of "MPI_POST_HANDLER", which sounded
like it would provide something similar to Intel's hrecv.  However, it's
no longer there.

Is there another combination of calls which can provide similar
functionality?

If possible, please respond by email instead of or in addition to this
newsgroup.
