Sure and shooting yourself in the head might be fun too.  Seriously,
you were on the right track, what in the world would make you want to
use Win3.1 over Linux?  Linux will have a much lower hardware requirement
becuase it is multitasking.  You can run parallel apps on a single CPU
Linux box, they won't go any faster but they'll work.  Win3.1 OTOH can't
do this.  To experiment with PVM you'll need two Windoze boxes.

Don't do it.

From UNIX to UNIX (Linux) Yes, to Win?  Who knows?  It would depend on 
the app.  Nothing in PVM would prevent it, but going from Win to UNIX/X11
is never easy.

I don't know if there are, but I'd be surprised to find much active
development for the Win3.1 platform as it is basically a dead OS now
that Win95 is here.  Use Linux, you'll be much happier.
