I'm a former Condor team member, and willing to give a shot at answering
this question.  On any machine that you want to submit jobs from, you
should also have a condor_schedd process running (Note, there's a chance
this process has changed names in the most recent version).  You should
look in your ~condor/log directory at the MasterLog file to see if it says
anything about starting, or failing to start this process.  You also might
find a SchedLog file in that directory with some diagnostics from the
condor_schedd itself (like why it failed to stay alive if it was started).

Hope this helps, and I'm not too out of date with what my old project is
doing.
