I too am looking for such a beast.  I located an out of date page for
what looks to be a well designed package built into GNU make.  Its at
http://www.cs.columbia.edu/~ezk/research/pgmake/pgmake.html but the site
doesnt offer a downlaod of the patch or source.  Im waiting on an email
reply from the author.
