The description of so.popen.read on page 335 of the Occam Toolset User
Manual is confusing.  It might be better to use alternative wording:

As so.open, but if the file is not found in the current directory, and
the filename does not include a directory, uses the directory path
string associated with the host environment variable given as a string
in path.variable.name and performs a search in each directory in the
path in turn.  This corresponds to the searching rules used by the
toolset tools using the environment variable ISEARCH, see Section
3.7.3
