To obtain the best possible speed performance with the OCCAM maths routines
use the following strategy:

Networks consisting of only T4s should use the tbmaths.lib library.

Networks consisting of only T8s should use the snglmath.lib and dblmath.lib 
libraries.

Networks consisting of mixed T4s and T8s use tbmaths.lib on the T4s and
snglmath.lib or dblmath.lib on the T8s. 

NOTE!! tbmaths.lib HAS A DIFFERENT ACCURACY TO snglmath.lib and
dblmath.lib. If accuracy must be the same in the T8 and T4 processes
then use tbmaths.lib with mixed T4/T8 networks.
